Public Health Objectives

To meet Stage 1 or Stage 2 Meaningful Use requirements for the Centers for Medicare and Medicaid Services (CMS) EHR Incentive Program, Eligible Professionals (EPs) and Eligible Hospitals (EHs) must meet a specified number of “core” and “menu” set objectives defined by the CMS.

These objectives include public health measures that EPs and EHs must complete each year to meet the requirements for the Meaningful Use Stage they are working towards. Each Public Health measure requires that a single test be performed, with continued submission if successful. For Stage 1, it is not necessary for the test to succeed in order to meet the Meaningful Use Public Health measure, however, EPs and EHs will be expected to continue ongoing submission by Stage 2.

DHMH Capabilities

As of June 14, 2011, the Maryland State Department of Health and Mental Hygiene (DHMH) began accepting electronic transmissions for the three Stage 1 Public Health Objectives: Immunization, Laboratory Reporting, and Syndromic Surveillance. DHMH will continue to accept all three Public Health Objectives: Immunization (from EHs and EPs), Lab Reporting (from EHs only), Syndromic Surveillance (from EHs only), and will also start accepting electronic transmissions for the Stage 2 Public Health Objective Cancer (from EPs only), beginning January 1, 2014.
